Pursuant to the policies and procedures of All Aboard Florida (AAF), and Section 287.055 and 255.103 of the Florida Statutes, notice is hereby given that Construction Management entities (“Proposers”) are invited to submit statements of qualifications to be selected for the construction of the Contract C01 project (the “Project”) at the Orlando International Airport (the “Airport”). AAF intends to select a Construction Management (CM) entity to construct the Project, which includes construction of new railway, roadway, and structures within the Orlando International Airport.
The CM for the Project will provide pre-construction, construction, coordination, and close-out phase services for the Project.The pre-construction services may include, but are not limited to, cost studies and estimates; design review, value engineering, analysis of design documents for constructability, coordination, detailing, materials, and alternate systems; development and maintenance of the construction schedule development of strategies for the procurement of trade contracts; construction permitting; and the development of multiple Guaranteed Maximum Price (GMP) proposals and possibly a cumulative progressive GMP proposal for the entire Project.The construction phase will not begin until AAF approves and executes a GMP for the Project. During the construction phase, the CM shall be the single point of responsibility for all work necessary for the completion of the Project within AAF's budget and schedule. The CM for the Project will be responsible for all construction means and methods and will be required to solicit bids from pre-qualified subcontractors to perform the work using a selection process coordinated with and approved by AAF. The CM for the Project must have the ability to self-performa-minimum of 20% of the direct cost of the Project although the CM will generally be required to submit competitive bids for such self-performed work. The AAF Disadvantaged and Small Business Enterprise (DBE/SBE) participation program and goals for the Construction Management and Construction Services are set forth in the Submission Requirements. Because of the complexity of the project, attendance at the Pre-Submittal Conference for Primes is MANDATORY.
The Pre-Submittal Conference will be held at 2:30PM, May 26, 2015, at the GOAA Conference Trailer located at 1108 Canal Road, Orlando FL. The Project Scope, the Submission Requirements, the DBE/SBE Policy, requirements for this Program, and all other questions regarding the Program will be reviewed at the Pre-Submittal Conference. The Advertisement, Submission Requirements, Responses to inquiries, will be provided by AAF.
The award of this contract is subject to the availability of funding and approval by AAF prior to any work being performed.
